Thank you for the link. The disconnect between international and domestic success is common. Macron is facing the same situation; he's a 'hero' outside of France but not doing nearly as well for France. We see all the combinations across nations, including the outliers, poor performance domestically and internationally (Trump and Putin), and excellence in both arenas (Carney). "Modi's Paradox" is on my reading list for this evening.
