Putin operates from a sub-sub-culture of Russia: KGB operational culture, the working world of the Soviet foreign intelligence officer. He joined the KGB in 1975 after graduating in law from Leningrad State University and served until he resigned in 1999. He was stationed in Dresden, East Germany, for five years, where he ran and recruited agents and worked alongside the Stasi. That world programmed how he reads a situation, and it predicts what he will do in almost any situation.
